The Mods folder should be in the same place as deviceconfig, as in, also in the Sims 3 folder where you see deviceconfig. Setup Folders & Files
Before you can put the .package files in your game, you'll need to set up your game to accept custom content. From patch 1.12 and up, this is very easy!
1.- Windows XP: C:Documents and Settings<user name>My DocumentsElectronic ArtsThe Sims 3
- Windows Vista/7: C:Users<username>DocumentsElectronic ArtsThe Sims 3
- Mac OS: /Users/<username>/Documents/Electronic Arts/The Sims 3/
2. Download the ready-made FrameworkSetup.zip This file contains everything you need to set up your game for custom content. Right-click on the download link below and choose 'Save link as.' Save it into your DocumentsElectronic ArtsThe Sims 3 folder (the same folder you just opened).

Note: The picture shows them with a little green plumbbob icon, and 'Sims3 Package' under Type. It's okay if your icon looks like a Sims 2 package icon, a monkey, a white sheet of paper, or anything else, and the type may say 'PACKAGE' or something else. Icon and exactly what it says for 'type' are irrelevant as far as working in the game is concerned - what matters is that it ends with .package.
6. Everything okay? Do your folders look as they should in step 4 and step 5, with all the right files/folders in place?
- Yes! Good! Proceed.
- No! You must have done something wrong. Delete the DocumentsElectronic ArtsThe Sims 3Mods folder and start try again from step 1.
Test!
Now if you run the game, your .package files should be fully working in-game! You already have two package files installed, so you can tell right away whether things are working properly.
- nointro.package: The No Intro will eliminate the EA Intro video before the game starts loading, which makes it very quick and easy to see if things are setup properly. If the plumbob animation and intro videos no longer play (you go straight to the loading screen), then you know your .package file content is working!
How To Create A Mods Folder Sims 3
- NoBuildSparkles.package:Nobuildsparkles will show that your custom content is actually working in-game. Go into build mode and build a wall, or a room. If no sparkles appear, then other package format content should work as well!
Both of these files work for any patch level and any/all expansions/stuff packs.
If you still get the intro movie and build sparkles showing when you test in-game, you must have done something wrong. Delete the My DocumentsElectronic ArtsThe Sims 3Mods folder and try again from Step 1 of 'Setup Folders and Files' above. It will work this way if done properly!
Placing Package Files
Now that you know that package files are working right in your game, you can start downloading custom content yourself!
Of course, you'll need to have read about any special instructions or compatability (make sure everything you get works with your patch level and expansion/stuff packs!), download the files, and extract them from their archives. All of that is explained in detail on: TS3 CC Basics - go there and read about it if you don't know how to do that!
Then, you just put any .package files you've extracted into your DocumentsElectronic ArtsThe Sims 3ModsPackages folder - that's the same place as the NoBuildSparkles.package and nointro.package files are. You can cut and paste them into the folder - just move them from whereever you extracted them, or extract them straight into that folder.
You can, of course, delete the NoBuildSparkles.package and nointro.package mods if you want your intro/build sparkles back - they were just there to show you where to put the files, and to verify that packages are working in your game.

Before making changes to your game and files, create a new save name if you have a current game, and SAVE AS. In the event something goes wrong, you can revert to your earlier save(s). Backup your game.
Your game must be closed before proceeding with the following steps.
1. Go to C:Users<Username>DocumentsElectronic ArtsThe Sims 3
Note: In Windows 7 Documents is under Libraries, Windows Vista is under Documents and Windows XP is under My Documents.
1a – Create a folder and name it Mods (the text case it must be exact).
1b – Click to open the Mods folder so you are inside it.
1c – Create a sub-folder within the Mods folder and name it Packages (the text case must be exact).

2. Saving the new Resource.cfg file
Note: This file is needed to add references within the game, where it can find mods on your system. Without this file the game will ignore any additional mods you have installed.
2a – Hit your back button and go back to the Mods folder so you are on the same level.
2b – Download the Resource zip file located at this link… http://nraas.wikispaces.com/file/detail/Resource.zip
2c – Unzip the file and add only the Resource.cfg to your DocumentsElectronic ArtsThe Sims 3Mods folder. Use the screenshot above for reference.
3. Download your desired mods and/or custom content, extract the (.package) files from the (.rar or .zip) files.
3a – Use whatever program (i.e. WinRAR, WinZip, 7Zip) you normally use to extract the (.package) file for mods/CC.
3b – After you have the (.package) file extracted, cut/copy (whichever you prefer) then paste only the (.package) file into the Packages sub-folder. You may also download content to your desktop, unzip, then manually move the .package file(s) to your Packages sub-folder.
4. Delete the four or five cache files.
4a – Delete the following cache files in “The Sims 3” folder under Documents before you restart your game.
* CASPartCache.package
* compositorCache.package
* scriptCache.package
* simCompositorCache.package
* socialCache.package (this file is generated if you have the Showtime EP installed).

Once you have all your mods/custom content (.package) files in the Packages sub-folder, restart your game. You should see a pop-up notification with a list of scripting mods you have installed.
Notes:
* Tuning Mods, Sliders and Skins won’t show in the pop-up notification, as they are mods that replace tunable game files, within the game engine (ITUN, _XML, JAZZ and some others).
* Custom Content (Clothing / Shoes / Hair / Furniture / Appliances / Cars / Other miscellaneous items) will not show in the pop-up notification either because they are treated as “Objects” by the game.
* Core Mods may be listed, although it will depend on which area of the Game’s Scripting Core Files, the developer has changed.
* The pop-up notification can only display a limited amount of scripting mods so it’s possible that some scripting mods will not be listed. That doesn’t necessarily mean that they won’t be loaded though. You can check within your live game whether every scripting mod is accounted for.
Example of how you can organize your Mods/CC folders, sub-folders can be added to further organize your content:
IMPORTANT:
Every time you add, delete, or remove a mod from your Packages and/or Overrides folder, you must delete your scriptCache.package file. If you do not do this, newly added content will not appear in your game, and lingering data can be present even though your removed a mod.
Always ensure that the mods you want to download and install match your game patch level (examples: 1.67, 1.69).
